訪日外国人観光客の急増は、経済効果をもたらす一方で、地域住民の生活に深刻な影響を及ぼしている。いわゆるオーバーツーリズムの問題は、京都や鎌倉を皮切りに全国各地で顕在化している。
The sharp rise in inbound foreign tourists has brought economic benefits while seriously affecting the daily lives of local residents. The problem known as overtourism has become visible across the country, starting with places such as Kyoto and Kamakura.
観光収入の増加は地域経済にとって喜ばしい限りだが、住民の日常生活が脅かされるとなれば、手放しでは歓迎しがたい。生活道路への観光バスの流入、ゴミの不法投棄、騒音といった迷惑行為は、住民の忍耐にもほどがあると言わざるを得ない水準に達している。
Higher tourism revenue is welcome for regional economies, but if residents’ everyday lives are under threat, wholehearted celebration is difficult. Tour buses flooding residential streets, illegal dumping of trash, and noise and other nuisances have reached a level where one must say residents’ patience has been stretched to the limit.
とりわけ、寺社仏閣や伝統的な町並みを抱える地域では、文化財の保全と観光振興の両立が喫緊の課題となっている。写真撮影のために私有地に立ち入る観光客や、マナーをよそに振る舞う来訪者への対応に、地域は疲弊する始末だ。
Especially in areas home to temples, shrines, and traditional townscapes, balancing conservation of cultural assets with promotion of tourism is an urgent task. Local communities are worn down dealing with tourists who enter private property to take photos and visitors who disregard manners.
こうした状況を受け、入場制限や観光税の導入といった対策が講じられつつある。観光客の分散を図るべく、穴場スポットの発信や時間帯別の誘導なども試みられている。しかし、いかなる施策も地域住民の理解と協力なくしては実効性を持ち得ない。
In response, measures such as entry limits and tourism taxes are gradually being introduced. Efforts to spread visitors out—promoting lesser-known spots and guiding people by time of day—are also being tried. Yet no policy can be effective without the understanding and cooperation of local residents.
観光業に携わる事業者ともなると、問題の複雑さは一層際立つ。収益の確保と地域への配慮との間で板挟みになり、苦渋の選択を余儀なくされる場面も多い。短期的な利益に目を奪われ、地域の魅力そのものを損なってしまっては元も子もない。
For businesses in the tourism industry, the complexity of the problem stands out all the more. Caught between securing revenue and showing consideration for the community, they are often forced into painful choices. If short-term profit erodes the very appeal of the region, nothing is gained.
持続可能な観光のあり方を模索するにあたり、観光客・住民・行政が三位一体となって取り組むことが不可欠だ。訪れる側も受け入れる側も、互いの立場を尊重し合ってはじめて、真に豊かな観光体験が生まれるのである。
In seeking what sustainable tourism should look like, cooperation among tourists, residents, and government as a trio is indispensable. Only when those who visit and those who host mutually respect each other’s positions can a truly rich tourism experience be born.
