A hearsay expression used when you've heard something and want to avoid making a definitive statement. It can be used with or without 'de' at the end.

Examples

明日から雨が降るとか。傘を持って行ったほうがいいよ。

I heard something to the effect that it will rain from tomorrow. It's better to take an umbrella.
