一八六八年に始まる明治維新は、日本の歴史において未曾有の大変革であり、二百年以上にわたって続いた幕藩体制と鎖国政策に終止符を打つ転換点となりました。古い秩序を解体し、新しい国家を一から築き直すというこの試みは、近代化を目指すアジアの国々の中でも、突出した速度と徹底ぶりで進められたものでした。今日の視点から振り返れば、これがその後の日本の運命を左右する分水嶺であったことは、想像にかたくありません。
The Meiji Restoration, which began in 1868, was an upheaval without precedent in Japanese history, the turning point that put an end to more than two centuries of the shogunate's domain system and its closed-country policy. The attempt to dismantle the old order and build a new state from the ground up was carried through with a speed and thoroughness that stood out even among the Asian nations of that period reaching for modernization. Looking back from today, it is not hard to imagine that this was the watershed that would shape Japan's fate for everything that followed.
維新への道筋は、一八五三年の黒船来航によって決定的に開かれました。ペリー提督率いる艦隊の威容を目の当たりにした幕府は、開国を余儀なくされ、不平等条約を結ばざるを得ない立場へと追い込まれていきました。この屈辱が、若い志士たちの胸に「このままでは日本は植民地にされる」という危機感を植え付け、倒幕運動の火種となったのです。
The road to the Restoration was decisively opened by the arrival of the Black Ships in 1853. Faced with the imposing fleet led by Commodore Perry, the shogunate was forced to open the country and was driven into a position where it had to sign one unequal treaty after another. That humiliation planted in the breasts of the young samurai activists the urgent sense that "at this rate, Japan will be reduced to a colony," and it became the spark that lit the movement to overthrow the shogunate.
薩摩、長州を中心とする雄藩の連合と、徳川幕府との対立は、戊辰戦争という内戦に至りました。会津や函館を舞台とした激戦の末、新政府軍の勝利によって幕府は倒れ、明治天皇を中心とする新体制が発足したのです。江戸城の無血開城に象徴される勝海舟と西郷隆盛の決断もまた、不必要な流血を避けたという点で、近代日本の出発を彩る重要な一場面でした。
The confrontation between the alliance of powerful domains centered on Satsuma and Choshu and the Tokugawa shogunate culminated in the civil war known as the Boshin War. After fierce fighting on the battlefields of Aizu and Hakodate, the shogunate fell to the army of the new government, and a new order centered on the Meiji Emperor was launched. The bloodless surrender of Edo Castle, symbolized by the resolve of Katsu Kaishu and Saigo Takamori, is also an important scene that, by sparing needless bloodshed, colored the very beginning of modern Japan.
新政府が直面した課題は、想像を絶するものでした。列強による植民地化の脅威が現実味を帯びていました。彼らは「富国強兵」を掲げ、西洋の制度・技術・思想を一気に取り入れる道を選んだのです。「殖産興業」「文明開化」というスローガンは、近代国家としての自立をかけた、文字通り命がけの決意を凝縮した言葉でした。
The tasks that confronted the new government were almost beyond imagination. With the threat of colonization by the great powers ever more real, the new leaders chose, under the banner of "rich nation, strong army," to take in Western institutions, technology, and thought in a single rush. The slogans "industrial promotion" and "civilization and enlightenment" condensed a literally life-and-death resolve to stand as an independent modern nation.
廃藩置県を皮切りに、身分制度の廃止、徴兵令の施行、学制の公布、地租改正——改革は文字通り矢継ぎ早に推し進められました。武士という特権階級が一挙に解体され、刀を捨て、職を失った士族の中には、変化に適応できず西南戦争に身を投じた者も少なくありませんでした。改革の影には、こうした旧時代の人々の苦悩と犠牲があったことを、忘れてはなりません。
Beginning with the abolition of feudal domains and the creation of prefectures, the reforms truly came one after another in rapid succession: the abolition of the status system, the conscription law, the new education system, the land tax reform. The privileged warrior class was dismantled at a stroke, and among the former samurai who had laid down the sword and lost their livelihoods there were many who could not adapt to the change and threw themselves into the Satsuma Rebellion. We must never forget that in the shadow of these reforms lay the suffering and sacrifice of people from the old age.
経済面でも、変化はまさに革命と呼ぶに足るものでした。鉄道の敷設、郵便制度の整備、銀行と紙幣の発行、官営工場の設立——西洋の専門家を高給で雇い入れる「お雇い外国人」制度のもと、日本は驚くべき速度で産業国家へと姿を変えていきました。
On the economic side, too, the change must be called nothing less than a revolution. Laying of railways, the postal system, the issuance of banknotes and the founding of banks, the construction of government-owned factories — under the "hired foreigners" system, in which Western specialists were brought in on lavish salaries, Japan changed shape into an industrial nation at a startling pace.
