Meaning
The best... / Is definitely the best. It is used when the speaker subjectively asserts what they think is the best thing, option, or action. It's often used with 'やっぱり' (after all).
Examples
風邪を引いた時は、暖かくして早く寝るに限る。
When you have a cold, it's best to stay warm and go to bed early.
疲れている時は、無理をしないに限る。
When you're tired, it's best not to push yourself too hard.
