On a drizzly Friday night, a single scooter weaves its way through the bustling streets of downtown Tokyo. A closer look at the large insulated bag strapped to the rider's back reveals the familiar logo of a food delivery app. The instant the light turns green, the rider grips the throttle again and races toward the next restaurant. The countdown timer in the upper right corner of his screen seems to stoke his anxiety even further.
彼の名は佐々木、二十八歳。三年前まではアパレル業界の正社員として働いていたが、コロナ禍を境にウーバーイーツの配達員へと転じた。「会社に縛られない自由は、何ものにも代えがたい」と本人は言うものの、その自由には常に隣り合わせの不安がつきまとう。雨に濡れたヘルメットの下で、彼はそっと息をついた。
His name is Sasaki, twenty-eight years old. Until three years ago he worked as a regular employee in the apparel industry, but the pandemic pushed him to switch over to delivering for Uber Eats. "The freedom of not being tied to a company is worth more than anything," he says, yet that freedom always carries an undercurrent of anxiety. Beneath his rain-soaked helmet, he lets out a quiet sigh.
近年、いわゆるギグエコノミーが急速に拡大している。プラットフォームを介して単発の仕事を請け負う働き方は、配達員にとどまらず、フリーランスのデザイナー、ライター、クラウドワーカーなど、多岐にわたる職種へと広がりを見せている。コロナ禍を皮切りに、副業を解禁する企業も相次ぎ、本業との掛け持ちで稼ぐ会社員も珍しくなくなった。
In recent years, the so-called gig economy has expanded at a dizzying pace. Picking up one-off jobs through a platform is no longer limited to delivery riders; the model has spread to freelance designers, writers, crowdworkers, and a wide range of other occupations. Starting with the pandemic, one company after another lifted bans on side gigs, and salaried employees juggling a day job and a side hustle have become anything but unusual.
働き手にとっての魅力は、何といっても時間と場所に縛られない柔軟性だろう。子育て中の主婦であれ、定年退職後の高齢者であれ、自分のペースで仕事を選び、好きな時間に稼げる。組織のしがらみや人間関係のストレスから解放されることを思えば、これほど魅力的な働き方はないと感じる人も多い。
For workers, the chief appeal is, without a doubt, the flexibility of not being bound to a fixed time or place. Whether you are a stay-at-home parent or a retiree past sixty-five, you can pick the jobs you want and earn at your own pace. For many, the chance to escape the entanglements of organizational hierarchy and workplace relationships makes this the most attractive way of working they can imagine.
しかし、自由の裏側には看過できない代償が潜んでいる。社会保険や厚生年金はおろか、最低賃金の保障すら受けられないのが実情だ。配達中に事故に遭おうが、病に倒れようが、収入は即座に途絶える。会社員時代には当然のように享受していた補償が、独立した途端に音を立てて崩れ落ちる。
Behind the freedom, however, lurks a cost that cannot be brushed aside. Social insurance and employer-funded pensions are out of reach, let alone any guarantee of a minimum wage. If a rider has an accident on the road or falls ill, the income stops the same day. The protections taken for granted during salaried employment come crashing down the moment one strikes out alone.
佐々木もまた、その厳しさを身をもって思い知らされた一人である。独立して半年が過ぎた頃、自宅に届いた国民健康保険の通知書を開いて愕然とした。これまで給与から天引きされていた額の倍近い金額が記載されていたのだ。「これだけ稼いでいるはずなのに、手元にはほとんど残らない」と彼はため息をつく。
Sasaki, too, is among those who have learned this harshness firsthand. About six months after going independent, he opened a National Health Insurance bill that had arrived at his apartment and was floored by what he saw. The amount printed there was nearly twice what had quietly been deducted from his old paycheck. "I'm supposedly earning more than ever, yet barely anything ends up in my pocket," he sighs.
イラストレーターの田中はまた別の悩みを抱えている。深夜二時、彼女のデスクの上には三本目の缶コーヒーが転がっていた。納期が翌朝に迫った案件をなんとか仕上げるべく、彼女は赤い目をこすりながらペンタブレットを握り続ける。クライアントから一方的に修正を求められたところで、断れば次の依頼が来なくなるかもしれないという恐怖が、常に頭の片隅にちらつく。
Tanaka, an illustrator, is wrestling with troubles of a different kind. At two in the morning, three empty cans of coffee lay scattered on her desk. Determined to finish a commission whose deadline was the following morning, she rubbed her bloodshot eyes and kept her grip on the stylus. Even when a client demanded revisions out of nowhere, the fear that refusing might end the stream of future work hovered constantly at the edge of her mind.
「自由業とはいえ、結局は依頼主の言いなりになるしかない」と彼女は自嘲気味に語る。報酬交渉ともなれば、立場の弱さがいっそう露骨に表れる。値下げ要求を呑まずにはすまない場面も少なくなく、適正価格で受注できる案件はむしろ稀だという。
"You call it freelancing, but in the end you have no choice but to bend to the client," she says, with a self-deprecating laugh. When it comes time to negotiate fees, the weakness of her position becomes painfully visible. She has to swallow price cuts more often than not, and commissions priced at a fair rate are, if anything, the exception.
プラットフォーム企業の側にも、目を向けねばならぬ問題が山積している。働き手を「個人事業主」と位置づけることで、雇用主としての義務を巧みに回避している現状は、法的には違法とまではいかないまでも、道義的には批判を免れまい。アルゴリズムによる評価制度は、働き手を常に監視下に置き、わずかな失点が次の仕事を奪う仕組みになっている。
The platform companies, for their part, sit on top of a mountain of problems that cannot be ignored. By labeling workers as "independent contractors," they have neatly sidestepped their obligations as employers, and while that arrangement may not be illegal in the strict sense, it can hardly escape moral criticism. Algorithmic rating systems keep workers under constant surveillance, and a single misstep can rob them of the next job.
「機械に管理されているようなものだ」と佐々木は苦笑する。配達の遅延や顧客からの低評価が一定数を超えれば、何の説明もなくアカウントが停止される。異議申し立ての窓口はあるにはあるが、機械的な返答が返ってくるだけで、対話とは到底呼べる代物ではない。
"It feels like being managed by a machine," Sasaki says with a wry smile. If late deliveries or poor customer ratings cross a certain threshold, accounts are suspended with no explanation. There is, in theory, a process for filing an appeal, but the responses come back mechanical and rote, hardly anything that could be called a conversation.
一方、大企業に勤める山本は、別の角度からこの問題を見つめている。三十五歳の彼は、長年勤めた会社で副業禁止規定があるゆえに、これまで一度も外部の仕事を引き受けたことがなかった。しかし、昨年の昇給見送りを境に、彼の心境は変わりつつある。「このまま会社にしがみついているだけでいいのか」という疑念が、日に日に膨らんでいくのを感じる。
Yamamoto, who works at a large corporation, views the issue from a different angle. At thirty-five, he had never once taken on outside work because of his company's long-standing ban on side jobs. But ever since his raise was passed over last year, his outlook has begun to shift. The question of whether simply clinging to the company is enough grows louder in his mind by the day.
彼の周囲にも、副業や独立に踏み切る同僚が増えてきた。中には、本業よりも副業のほうが稼ぎがよく、退職を真剣に検討している者もいる。安定を顧みず飛び出す勇気はまだ持てないが、転職サイトを夜な夜な眺める習慣がついてからというもの、会社への忠誠心は薄れる一方だという。
The number of colleagues around him taking the plunge into side work or full independence has been rising. Some now earn more from their side projects than from their main job and are seriously considering quitting. He does not yet have the nerve to leap out without regard for security, but ever since he started browsing job-change sites night after night, his loyalty to the company has been steadily eroding.
こうした働き方の変容を前に、各国で法整備の動きが加速している。ヨーロッパを皮切りに、ギグワーカーを労働者として再分類する動きが広がり、社会保障の拡充やプラットフォーム企業への規制強化が進められている。日本においても、フリーランス保護法が二〇二四年に施行され、取引条件の明示義務化や報酬支払いの遅延防止など、少しずつ環境は改善されつつある。
Faced with this transformation in how people work, governments around the world are accelerating the pace of legal reform. Starting in Europe, the movement to reclassify gig workers as employees has spread, along with expanded social protections and tighter regulation of platform companies. In Japan as well, the Freelance Protection Act came into force in 2024, mandating the disclosure of contract terms and curbing late payments, and the environment is gradually improving.
とはいえ、制度がすべてを解決するわけではない。利便性ばかりにかまけて働く人々の権利を軽視してきたツケは、一朝一夕で清算できるものではあるまい。プラットフォームの利便性に慣れきった消費者の意識もまた、問われている側面がある。
That said, regulation alone cannot solve everything. The debt of having chased convenience while neglecting workers' rights is not one that can be settled overnight. The mindset of consumers who have grown accustomed to platform convenience is itself part of what is being called into question.
働き方の多様化はもはや時代の必然であり、その流れに抗うべくもない。問われているのは、自由と安定をいかに両立させるかという、極めて現実的な課題である。深夜の街を駆け抜けるスクーターの音は、しばらく止みそうにない。
The diversification of how people work is now an inevitability of the era, and there is no holding the tide back. What remains in question is the eminently practical task of balancing freedom with stability. The sound of scooters racing through the late-night streets does not seem likely to fade anytime soon.
